Trump’s first 100 days marred by health law failures

Under the latest GOP proposal, insurers could once again charge sick people higher premiums.

This churning of the health law is  spooking insurers who need to make decisions about coverage options for 2018. It’s completely irresponsible — and typical of Trump’s first 100 days.
