LEGISLATIVE SITUATION

 

The AZ House has recessed until May 20 and the AZ Senate has recessed until May 28.  The reason, they say, is to work on the budget.  The budget negotiations, as usual, are done behind closed doors between the Governor and Republican leaders of the Legislature.  The budget measures, when finalized, are handed to the Rank-and-File Republicans and the Democrats as a “take it our leave it” status.

 

One issue being considered in the budget negotiations is HB 2704 which is the billion-dollar giveaway to the Arizona Diamondbacks to renovate the Dbacks stadium.  Contact your legislator AND the Governor to oppose adoption of this measure.  The key reasons are:

  1. It will result in increased taxes for Arizona – which in terms of total state, county, and city sales taxes ranks 11th nationwide in terms of tax rates.
  2. There is little public benefit from such a giveaway and there is no accountability that requires the handout to actually be spent on stadium renovations.
  3. Billionaires don’t need our hard-earned money. The Diamondback team owner is rich enough to build several stadiums.  The team is valued at $1.6 Billion.

 

A second key issue is the renewal of Prop 123.  This proposition was passed by voters in 2016.  It provides for over $300 million to be assigned to schools from the sale of Arizona state lands.  Republicans want to create a ballot measure for 2026 that would allow for a renewal of Prop 123 BUT would require the insertion of unlimited school vouchers into the Constitution.  Such a dual ballot measure is illegal since ballot measures, per the Constitution, must be single issue measures.  Also, the ratification of these unbridled school vouchers with NO accountability or guardrails is disgusting.  Contact your Arizona legislators to let them know how much you oppose such an illegal ballot measure.

On the Governor’s Desk to Veto or Sign

SB 1002 – OPPOSE – Would ban teachers from using a student’s chosen pronouns without written parental permission.

SB 1003 – OPPOSE – Would ban trans kids from using the school bathrooms, changing facilities and “sleeping quarters” that align with their gender identities. 

SB 1020 – OPPOSE – ROGERS – Would prohibit universities and community colleges from banning ANYONE with a concealed weapons permit from possessing, storing or transporting guns on campus.

SB 1036 – OPPOSE – Would ban cities, counties and school districts from using taxpayer dollars to convince voters to cast their ballots a certain way.  Would spawn frivolous lawsuits and prevent voters from getting quality information on proposed bond, override issues.

SB 1052 – OPPOSE – ROGERS – Takes away US citizens’ eligibility to vote if they have never resided in the US!

SB 1091 – OPPOSE – Would require that ballots in school district bond and budget override continuation elections state how much voters’ taxes would drop if they didn’t pass the continuations.

SB 1097 – OPPOSE – Would require public district schools to be closed on every regular primary and general election days and to allow their gyms to be used as polling places.  This should be a local decision.

SB 1098 – OPPOSE – Would require voters to show ID in order to drop off their early ballots.

SB 1116 – OPPOSE – Would fast track developers applications for alternative groundwater models – would further allow developers to by-pass groundwater restrictions.

SB 1463 – OPPOSE – Would require initiative petitions to include a separate list, description and brief summary of existing statutes that “are likely to conflict with or be impacted by “ the initiative.

SB 1586 – OPPOSE – Would force health care professionals to pay for medical costs as well as potential damages, pain and suffering, and loss of income costs to anyone who seeks to change their gender transition procedures done as long as 25 years in the past.  A clear attempt to harass providers about future liability for gender transitions.

HB 2206 – OPPOSE – Would limit Arizona’s participation in ERIC, a multi-state system that weeds out duplicate, deceased or suspicious voter registrations. 

HB 2700 – OPPOSE – Would require state high schools to stress the fact that the Gulf of Mexico has been renamed the Gulf of America!!

HB 2868 – OPPOSE – Would ban schools from admitting students or hiring staff with race, sex or ethnicity in mind.  It also would ban any DEI training.
