Mitch McConnell is more clever than Paul Ryan — that makes his bill more dangerous. He slow walks the cuts to healthcare subsidies and Medicaid so that their impact won’t hit until after the next election, yet budget rules allow him to grab the funds from those cuts for tax cuts for the rich now.
